SE Asia is open to all. The problem is the pay. They can hire local "divers" for a lot less than what a American will work for. Their problem is the local divers don't have the skill level that most Americans have. Plane tickets are expensive and work visas can be a hassle, so they just hire local. When they need some pipe hitting MFers. Then they pull in Americans, Canadians, or Brits. I've worked with some Phillipino hands that were real good, but they will work for half of what I would.
IMCA does not certify divers . IMCA offers guildline used by contractors who are part of there membership . These memberships however are the main ones that the oil and gas producers use . So therefor they are the main players in the business .
If you go on their site they give you a list of all the certifiying bodies that they recognize .
