Problem is and always will be for American divers , the Jones Act . It allows the employed person , American , to have the American assets frozen of any foreign company during litigation . That coupled with the high cost of insurance for Americans makes them less employable by international companies . Most Americans I know overseas are Supervisors , Techs and LSTs .
