Why cant the rov string four cables thru the bolt h***s on the Flange 12 3 6 & 9 oclock and pull a new full boar valve wide open down on the flange with what ever safety features they want in the assembly . Then just bolt it up and close the friggin valve?????. of course they'd have to take the cut top flange off.

The ROV isnt "politically connected"... and it would be too easy to take a suggestion from divers who can answer questions that a topside engineer can't answer
