So I found some more articles on this subject and have listed them below. One talks of the "Spring River Bridge on the Will Rogers Turnpike." Some with different pictures of the scene.

I was just thinking about "that" and the police. And you are right. How does one compete with a not-for-profit government service . . . simple, they do not. Not until it becomes illegal in this country to use a "sport diver" card to do commercial work will this crap stop.
Hell, its not a creek. Its an F-ing river! Do you think its navigable? If so, lets call the Coasties and have them watch the F-ing evolution! Maybe catch the police F-ing up!
