3.0 DIVING PERSONNEL RESPONSIBILITIES, QUALIFICATIONS AND CERTIFICATIONS
I can find no where in your Consensus Standard where the Responsibilities for Client, Contractor or Diving Superintendent are laid out.
It would make for safer dive operations if you listed the contractors responsibilities as well the company contracting the work and the person commonly known as Dive Superintendent.
As OSHA and the Coast Guard have based their CFRs on the ADCI’s recommendations I would also strongly recommend that Superintendent, Client & Contractor responsibilities be laid out in the CFR’s as well.
As of now the ADC International Consensus Standards see only the Dive Supervisor as Responsible. From Page 299 Rev 6 U.S. FEDERAL REGULATIONS REGARDING COMMERCIAL DIVING OPERATIONS 295 : “Diving Supervisor means the person having complete responsibility for the safety of a commercial diving operation including the responsibility for the safety and health of all diving personnel in accordance with this subpart.”
I will point out: There is no legal standing for any of the commonly issued Commercial Dive Supervisor Cards or Training, this to needs to be remedied.
